When you got an incident like that there is a problem, the sql server do not respond, the client is in a hurry.
Unfortunaltly SQL Server 2000 is a black box for many events that could make a server to respond slowly due to wait events.
The situation classical for wait events is when server is slow, or not responding as desired, and you got free cpu, io, network bandwidth....

ps. SQL Server 2005 has DMVs which helps a LOT, on doing performance troubleshooting. And SQL Server 2008 will (at least it should) be even better.
